I was understanding "ball is in your court" as "I am in charge of the
budget stuff", causing the confusions.

Also I was understanding "what's the next step of the budget", as what's
the priority of the budgets that needs to spend on next, without putting
the context that we have many lists of budgets.

Also there are budgets pre-approved by DPL already, and nothing after
that was spent under the name of DebConf yet.

I do think, if others do treasurer work the budget, or the Local Team is
native to English, it will be approved in 1/3 of the time.  We do indeed
spend too much on useless communication.

I will send another email for formal approval.
