I perhaps didn't make myself clear enough, and in the process you helped
illustrate my point. I would tend to assume tap water, in general, was
safe to drink in mainland Europe. I would not assume tap water from a
public bathroom/restroom was safe to drink anywhere unless it was
explicitly stated.

(This may be a combination of being used to UK plumbing where tap water
in private bathrooms used to commonly be stored in attic tanks and
having experienced plenty of US restrooms that stated "non potable
water" on their taps.)
