Fundamentally, I am much in favour of this approach; however, we'll
need to exercise some patience here until teams stabilise and we get
a better idea of what'll be needed.
Maybe for the moment, we can budget something like 700 €/team or
maybe even 1.000 € and also build a buffer position to remain
flexible?
As RichiH already hinted, we should ensure that team leads are
responsible about use of these funds and in particular, there must
be no "trying hard to spend the budget for fear that next year
there'd otherwise be less". I also don't think travel sponsorship
should be a reward for voluntary participation, but be reserved for
those who'd otherwise not be able to attend.
