By which I hope you mean:

  1. play an active role from the very moment that a bid idea is
     formed, helping those teams prepare their bids (and ensuring
     early on that no time is lost if there is not going to be
     a viable bid)

  and

  2. not writing off the lost bids, but keep improving them, for
     when dcX+y comes around…
