We should be careful here and do not put all the problems in the same basket.
There are years the venue has indeed alienated people because they didn't agree
with the migration politics of the debconf country or they considered the venue
was too far away to be worth going. But *nothing* prevented them of attending.
On the other hand, sometimes the problem(s) directly impede people to attend.
We should be carcareful and do not think directly these problems belong to the group
listed above.
