I think that would be a great start.
The IRC channel #debian-publicity is quite active too. But in my experience the most effective work flow is to create your press release or news release and send that to debian-publicity@lists.debian.org. There it gets reviewed and practical details get worked out, like should this be part of DPN or should it be a "press release" sent out on press@debian.org. Also, various translators are there and often pick things up, especially if it is going into the DPN.
The dialog on debian-publicity@lists.debian.org often also polishes the grammar and syntax and in general polishes the release in cooperation with the submitter. Like any project things tend to go well when there is advance notice but naturally sometimes this is impossible. The process of polishing a press release can take a day or two since proofreading is detailed work and there are often many demands on a Debian contributors time, as we all know. :-)
Lastly, a note of thanks to the DebConf organizers for their hard work in organizing such a big conference. I really enjoyed last years DebConf and very much look forward to this year.
