The creation should be done 2-6 months in advance, when we needed. Each year, this earmark should also be deleted (on request by us, approx. 2 months after the conf ended) and the money moved to the regular Debian account. (So in effect, it's Debians money for a specific purpose (running DebConfX) and should be merged with the regular Debian account/earmark each year.)
