I think you mean this linke (which is 404):

http://penta.debconf.org/dc10_schedule/attachments/149_debianrules.pdf

Possibly because the attachments directory looks empty:

http://penta.debconf.org/dc10_schedule/attachments/

Not sure what is going on here and whether this is expected.
