I should just add here that the point where a local organisation is
most definitely helpful is (as you have already used it) for signing
local agreements with government/hotels/etc.  Even if no sponsorship
money came directly to DIVA, it would still be useful for it to be the
official entity for local arrangements, and for money to be
transferred into it to pay costs as necessary.
