Sorry for the delay. I comment below on the delegation aspect.

I've made no mystery of my belief that DebConf "authority" should stem
from Debian "authority", simply because DebConf exists because of Debian
and should be run in the interest of the Debian community at large. A
(set of) delegations is the most natural way to implement that.

At the same time, the chosen mechanism should minimize bureaucratic
overhead and not get in the way of past DebConf procedures that are
considered to be working properly. AFAICT, the Committee mechanism you
propose scores well in that respect: at the Debian-DebConf interface
there are people who are responsible of DebConf organization before the
Debian Project (the chairs) and they organize decisions within what we
currently call the "DebConf team". *If* this mechanism is fine by such a
team---whose best approximation for the time being seems to be this
list---then it is fine by me, as DPL.

A couple of details that remain to be settled are: the number of chairs
(I suggest 3) and the actual names. Since they are going to be delegates
I reserve the right to make the final decision, but I would appreciate
proposals from this list (either in public or in private, I don't
care). Constitution implies that they should be DD, but non-packagers
who have contributed to DebConf organization in the past can be DD
(hint, hint!).


Moray: thanks a lot for pushing this forward. Although potentially
boring, this is a very important and much needed clarification in
DebConf processes.
