[Debconf-team] Some details about hadicapped people added to location checklist

Hello folks,

I added some questions about handicapped people in location
checklist. Would be good if someone could do a check.

 - checking about facilities for handicapped people in the venue;
 - checking about rooms ready for handicapped people;

Feel free to modify it if need.
