I am unaware of any formal/official definition or set of requirements, but can share that when Linux enthusiasts in India wanted to label an event as a Mini-Debconf, some people including me raised concerns that a) attendants of the event would need to pay an entrance fee, and b) the event was not about topics directly related to Debian but simply about Linux generally. We strongly recommended they either use a different label for such an even, because we worried that the concept of MiniDebconf would be watered down if used for such arguably different kind of event. The event organizers chose to rebrand the event as "debutsav" and I am uncertain of some of them hodl a grudge on my/our "whining" back then.
