I use dictd regularly and it's meant to be an old-style dictionary where
one puts in a word and gets a list of possible meanings, possibly even
with usage examples etc. (if the dictionary data has them, and not all
of them do).

Giving it a phrase would result in a list of entries for every word in
the phrase, and that is as likely to make the result understandable as
doing the same in a paper dictionary (with a bit less effort).
