FWIW, here's a url (that you forgot to mention, so here I come) on
travelling safely that implies that simple common sense should be enough
to stay on the safe side.

We have prevously held Debconf in countries with a bad reputation
regarding safety and we have had very few incidents (IIRC). For example,
in Brazil, a Debconf attendee took a bath in the beach while alone, and
got his clothes and seeing glasses stolen while swimming. Also in
Brazil, but on a different occasion, a group of people acompanying
Debconf attendees were robbed at a bus stop because they momentarily
left the bigger group.  

IMHO, these are minor incidents that could also happen in anyone's place
of origin, ie. There's a good deal of pickpocketing in Madrid and
Debconf attendess managed to stay safe, and AFAIK, we have had no
reports of stolen hardware so far, despite the fact that people tend to
leave laptops unattended during Debconf and Debcamp. 

So far, Debconf venues have been chosen in safe areas and I personally
have no reason to believe this time it will be any different.

I believe that Debconf attendees become a very visible group, but we do
not scream "wealthy tourist" too loudly, and we move around in groups
most often, which might draw more attention but is safer.   

OTOH, The handgranade stuff sounds very scary indeed.
