maybe the drive has a firmwarer bug and does not report write speeds
correctly. Did you try -force?
If you cannot get a DMA speed that is sufficient for 16x, what is the reason?

In former times, DVD-R had much better compatibility to DVD-ROM
drives than DVD+R. I don't know current numbers.
