changelog:foo URLs don't work with '+'

Hi,

Trying to use either of those:
  https://packages.debian.org/changelog:gtk+3.0
  https://packages.debian.org/changelog:gtk%2B3.0

leads to a redirect to:
  https://packages.debian.org/changelogs/

I suppose the rewriting rules are missing something to deal with '+',
encoded or not.
