Just in case this is important:
A ballot is something which lists things to vote on. A ballot can be
blank (no voter preferences) or it can represent the preferences of
a voter.
In parliamentary terms, a measure is "a statute in draft before it
becomes law". A measure might be one of the options on a ballot, but
you can other things (for example: you can vote about people).
