Maybe it has to do in which order files are found in the directories?

Well, I tried changing that too without any luck by using the LoadModule directive. What's also very strange is that a2enmod tells me that no apache module in the system exists when I try to use it. (I figured I had nothing to lose by trying it but all it does is write to mods-enabled to configure apache to load modules.) I tried it on about a dozen modules and it told me none of them existed.
