I think it will *still* not downgrade a package that is already
installed.  Its primary purpose is for assisting in upgrades.

I just remembered I found a great 'manual' I used successfully to downgrade a knoppix mess to real stable Debian:

You really need to do the forced downgrade for fileutils, shellutils, textutils and debianutils if apt-get starts complaining about coreutils being removed - before you actually let it remove it!! You're system will be sort of crippled if you have the testing versions of fileutil, shellutils, textutils and debianutils still in place and coreutils is removed (I did that once :-/ )

Also, a lot of packages may be removed; (as the dependencies cause problems) so it'll be a good idea to put all in a log file (say, using `script logfile`)
