If you're using the mutt deb package, look in
/usr/share/doc/mutt/README.Debian at the top, there's info on
displaying characters.
I'm using mutt and see accented letters fine... in /etc/environment ,
I have:
LINGUAS=en_US
LC_COLLATE=C
LANG=en_US
Maybe try that, log back in and restart X.

hmm... I just tried copy-pasting `½É` in gnome-terminal and it works...
