It means you don't have the mformat command installed. You'll find it
in the mtools package.

If you copy the kernel manually, you have to set the root device as
well:
dd if=/boot/vmlinuz2.2.17pre19 of=/dev/fd0
rdev /dev/fd0 /dev/hda1 # <- fill in your root partition here.
