I use ISDN and Debian since 3 months with dynamic IP without any problems.

Which scripts do you mean?

To use dynamic IP address but any dummy IP adresses in device.ippp0 and
use the options

noipdefault             # don't use name for default ip addr
ipcp-accept-local       # Accept peer's address for us 
ipcp-accept-remote      # Accept peer's address for it 

in ipppd.ippp0

that should do the trick.
