	In fact, the command line utilities are not required for those
with pop3 dialup internet, as many packages like Netscape
Communicator and Stardivision 5.1 can do email and news without
the support from the underlying Linux.  I suspect many newbies
might be not configuring the standard unix mail and news programs
when they realize that Netscape doesn't need it.
