What commandline did you use to call tiffps? Did you try to use
convert from the ImageMagick-packet instead of tiff2ps? Does that
give you better results? Can you privide the original tiff-file?

At upstream? Err: and before contacting upstream I recommend you to
contact your local TUG e.g. the german LaTeX-Mailing list TEX-D-L or
the newsgroup de.comp.text.tex. Perhaps they have already a
workaround/solution. The DBTS is definitely the wrong place except
you know exactly that this is a problem specific to Debian.
