Hmm, I was looking again into that file. One problem is, that
helpindex.html and newhelpindex.html seem to be already broken in
the upstream-tarball. So we should forward it to Thomas and ask him
to recreate both. Then we can deliver out the modified version
adapted to dh_compress -a . Is that OK?
I have here a regenerated helpindex.html, which should work.

BTW: g-brief is gone in teTeX-2.0.2 and alle related bugs should be
closed or at least tagged.
