Because if I installed libwww-ssl0 and built tetex-bin
then tetex-bin would depend on libwww-ssl0 which was
the problem you had reported.

Richard's advice is to avoid this problem, I believe.

This is essential when one does NMU and/or port for other
architectures in a different system environment.

Further, there are 4 menbers who can build and upload tetex 
packages.
