As you point out there's no official Debian page, i.e. the Debian project does not use Facebook, because it is non-free software which we consider bad™. However, we should keep in mind the distinction between project-wide actions and actions of individual Debian project members. It'll be very awkward to go as far as *forbidding* people to maintain Debian presence on non-free platforms---as long as they don't claim they do that on behalf of Debian, which doesn't seem to be the case here. (Partly answering to Steve's comment.) All that being the current situation, it should be very clear who are the individuals who maintain that page, which seems to be the case.
