I think both things are independent. If we go for what I proposed, you
still can exchange dpkg-source (the script) to do something more
elaborted than now.

But there's no need to couple both things and to delay src-deps due to
need for discussion on the source format.

What is unproper? Where does the new source format influence source
dependencies and vice versa?
