What does the process of integrating a new upstream release looks like 
with topgit? Right now perl's README.source documents only how patches 
are maintained (which is indeed very useful).

As for the freeze, how does this plan look like?

    * one (or more, with a bit of free time) should check the delta 
      for things that may impact Debian
    * a preliminary perl 5.12 packages are prepared
    * the whole archive gets rebuilt with them (asking Lucas?)
    * if all goes well, report to the release team and ask for their 
      opinion
