If I can't change it, it's non-free.
There's nothing "weird" about this simple, fundamental concept.
(The topic of what non-free things should be allowed in Debian has been
under discussion; nobody really disputes that unmodifiable licenses should
be, but there's no consensus yet on things like manifestos.)
