However, if you _make_ a copy by using the cp command on your own
system, you are subject to the rule you quoted, and you can't put it on
an encrypted filesystem. It's also possible to interpret _make_ to cover
a download initiated by you, since a new copy of the program is
certainly being made. These restrictions certainly seem non-Free to me.
