No, it isn't the correct phrase.  Creating a file system reformats a
partition.  Creating a new partition table reformats an entire drive.  I
agree that mkfs shouldn't be a problem.  In my case, I was actually trying
to figure out how to get grub onto it - which screwed up the MBR (or
whatever passes for an MBR on a singly partitioned USB stick).  After that
I couldn't manage to get a usable (under both Windows & Linux) filesystem
onto it until I ran the HP utility.
