You made it clear :)

It arises from the fact that all HTML need to be in a same directories
while other formats required to stay in directories of locales to keep
them without having awkward double extentions.

As long as everyone agrees to use double extentions, I am happy to
follow.  Just tell me which to use with reasons, pt_BR or pt-br :-)

Oh, once we agree, we should update docpolicy page accordingly.
