BZZZT.  All maintainers are expected to read debian-devel-announce.

All maintainers are expected to be cognizant of release-critical bugs in
their packages, especially during a freeze!

You snooze, you lose.  If you don't have time to use your MUA's "message
text search" function to find your name, let alone read the very few
messages that ever get posted to -devel-announce (though the signal/noise
ratio is worse thanks to people like you who spam that list with
inappropriate messages), then perhaps you don't have time to be a package
maintainer.

My impression was that once the Release Manager has removed a package from
frozen due to RC bugs, there is no return.

Again...you snooze, you lose.  Maintain your packages conscientiously or
suffer the consequences.
