I believe the configuration file /etc/kernel-img.conf, which controls
the installation behavior of kernel-package built kernel images, is only
installed if you install kernel-package itself. You can create this
configuration file manually and the kernel packages will honor it.
Would it be possible to install this configuration file with each kernel
image instead and use debconf to customize the its initial settings?
Multiple kernel packages can be installed at the same time, so perhaps
it would make sense to build a debian-kernel-common package that
contains this config file and configlets.
