I think you should boot with -b if you really want to be _that_
minimal.

The single-user mode (ie. runlevel s) is for things that require a
quiet system, but also more or less normal working environment for
root.  For instance, I do all big upgrades (including any libc
upgrades) from there.  So, IMO networking, ntpdate, hdparm are all
legitimate.
