Off-->On: update-rc.d -f ssh remove
          update-rc.d ssh defaults
          invoke-rc.d ssh start

Yes, if you use dh_installinit you can simply switch to V4 mode (and
follow the instructions in dh_installinit(1)), else you can use the
snippet from policy.
