Yes, that's the one I remember reading about.  I probably already have
it installed on my sid systems, since it seems to be in sysvinit now.

file-rc doesn't prevent the problem of disabled daemons being started by
the package upgrade process, does it?  It doesn't seem like it contains
any data other than what's already represented in the /etc/rc?.d
directories.  But I do admit to some level of ignorance about it.
