Yes, while you proposal does seem quite a bit more reasonable than the 
original, it still has quite a few major flaws which have been pointed out by 
others.

I fully admit that I'm not attempting to be constructive here -- That's on
purpose.  I have no desire to participate in the creation of censorware of
any kind.
