You're absolutely correct, and we already have a vehicle for requesting such 
changes; it's called the BTS.  It seems to me that the current system is 
working, since in the few years I've been using Debian, only one of these 
requests (if there have indeed been more than one) have even made it out of 
the BTS and onto the public lists.
