I don't think so, there are lots of cases when users could/should use
control(at)bugs.debian.org:
- I once asked here explicitly whether I was allowed to close bugs as
non-developer and was told that it was ok for me to close my own
bugreports and tag others as fixed that I had verified as already
fixed. (Of course I've to document properly why and how...)

- If I as a user add a bugfix (patch) to the BTS it'll be perfectly
sensible to add this tag to the bug, too.
- If a developer closes a bug and I find a new test case that shows
the bug was not fixed properly I'll reopen the bug.
- If I add a duplicate bugreport I'll merge it. (This can happen even
if you use reportbug properly and check the BTS before you start
writing the bugreport, it takes some the time to compose it.)
