simpleinit from util-linux (was Re: chkconfig for Debian)

Agreed.  Although, I'm not sure I agree with the LSB Way(TM) in this
case.  Richard Gooch has been working on a "need" and "provides" init
system that seems quite elegant.  The "whitepaper" is found at the
following site:

He reports that the changes necessary for this init scheme were
incorporated into util-linux when it was at 2.10q.  Kernel.org shows our
most current version is 2.11n. Yep, there they are:

    ../util-linux-2.11n/login-utils/initctl.c
    ../util-linux-2.11n/login-utils/simpleinit.8
    ../util-linux-2.11n/login-utils/simpleinit.c
    ../util-linux-2.11n/login-utils/simpleinit.h

You can look at his example init script from the webpage.  It's actually
a very cool little system.  I'll be trying it shortly.  

Perhaps we should consider packaging it as "simpleinit".
