In my opinion it is. First, with CyGwin you have all the power of POSIX
compiler, and second you can still "cross-compile" to get MinGW32 binaries,
by just using "-mno-cygwin" switch (you need to get MinGW32 libraries
installed, though, for doing that; if you decide to use CygWin and compile
for MinGW32 see

for more details). The version 1.21 of V compiles out of the box under
CygWin (there are special configs provided, etc.).
