There is an unclear distinction between Debian changes and upstream
changes here. But the adduser change touches a Debian postinst script, I
would expect that to be in the changelog.

Unfortunately I cannot test it myself because my vzlogger VM still runs
bookworm (and it does not build in bookworm due to the increased
libsml-dev dependency), but the changes look innocent enough.
