Bug#1090036: golang-github-binwiederhier-ntfy and golang-github-olebedev-when

Hi!

I am currently reviewing
https://salsa.debian.org/go-team/packages/ntfy and the dependency
https://salsa.debian.org/go-team/packages/golang-github-olebedev-when
that is being packaged for nfty.

My first request is to have the package build and pass Lintian in CI
so we get into a good habit of testing basic things provably on Salsa.
Current CI only runs a Go test job that does not tell if the Debian
package actually builds:
