Done. Package name changed from 'bitfield' to 'libbitfield' and SOVERSION is set
to 1, so we get:
  libbitfield1
  libbitfield-dev

Done. SO-versioning (and versioning policy in general) has been set. ABI /API
has been stabilized. Version (1.0.0) has been released.
