you really need to package libretro
as pointed out by ftpmasters before this one
"Depends: retroarch | libretro-frontend,"

this retro stuff is really blocking the sponosrhip from going forward...

also the changelog should mention every notable change from the last version uploaded on Debian

(the best solution for libretro would be to package it separately if possible, or if you can't,
use it, but not exposing it as external binary package)

if you want to expose it you need to create a libretro-flavour-dev package too, with the .so symlink and headers files
and add a Provide: libretro, assuming they are compatible each others)
