All right, thank you for comprehensive look at things.

Cdbs allowed me to have basically empty d/rules as I could not figure
out how I was in disagreement with dh9 format of d/rules. Debhelper is quite
enough for building the package, just the makefile format was the issue. 

But ok, I'll have a look at these issues.
