You don't have to include a separate license block; I'm uploading the package
with the following file block instead:

Files: ref/*.icm
       icc/*.icm
Copyright: Public domain
License: public-domain
 Public Domain. No Warranty, Use at own risk.

That's the text which appears in the ICM files themselves. I replaced your
Copyright line too, since asserting copyright isn't compatible with a public
domain assertion (if that is at all possible in any case...).
