I have a list of the patches needed to a 2.4.18 and 2.4.19
kernel for LSB conformance.

I think you already have, but you'll want to use the latest,
1.2.1.

Yes.
The tests are designed to be independent,
and self-contained. If they're not, it's
probably a bug!
Also, there are techniques for rerunning
only the failed tests from a previous run,
which might give you what you need without
having to modify the scenario. I often
make up small scenario files that contain
just the tests I'm interested if I'm chasing
a particular area. Tcc also lets you run
a single line from the scenario, like so:
tcc -e -p -l /tset/POSIX.os/files/utime/T.utime
